Understanding Cerebral Palsy

People with special health care needs are a vulnerable and underserved population. According to the American Academy of Pediatric Dentistry, a population with special health care needs includes “any physical, developmental, sensory, behavioral, cognitive, or emotional impairment that requires medical management, health care intervention, and/or utilization of specialized services.”1 Cerebral palsy (CP), also known as static encephalopathy, is the most common motor-related disability affecting children in the United States.2 According to the National Institute of Neurological Disorders and Stroke, CP describes a group of noncommunicable disorders that affect movement and posture caused by disturbances to the developing brain.3
